- Assess, collect and compile technical information relating to the Water & Habitat program. - Prepare technical assessment of buildings and report through technical notes. Elaborate bills of quantities and costs' estimate for the proposed rehabilitation or construction works. - Participate to the assessment of water supply projects and preparation of technical documentation forthe projects; using standard ICRC programs for water supply projects. - Participate in preparation of tender documentation (including bills of quantities, specifications) - Participate in the preparation of contractual documents, including advertisement, detailing payment terms, selection of winning contractor through criteria, and organising payment according to measured works and ensure procedures and confidentiality are respected. - Monitors and supervises the implementation, especially contracted works, of Water & Habitat projects in the field and prepares work progress reports: - Supervise daily workers and contractors in order to ensure that minimum standards of construction works are respected and are acceptable. - Visit construction field sites regularly, makes pictures and issues written reports (site inspection, site instruction). - Prepare payments' documents towards the contractor(s) at various stages of the work. - Ensure the deadlines, according to the contract conditions, are strictly fulfilled. - Prepare the bill of quantities and the final acceptance report at the closure of each project. - Familiarity with the standard norms and rules in construction (known as СниП, ДСтУ, ДБН), knowledge of local techniques and requirements for construction. - Organise the weekly and monthly work plans of field activities and ensures that they are followed. - Liaise for technical aspects with the involved partners, authorities, and NGOs - Inform and explain ICRC projects/plans to external interlocutors, including beneficiaries). - Implement the program/projects and running the field activities. - Report without delay on problems during activities to the WatHab Engineer. Propose corrective steps Reporting - Prepare written assessment and technical reports in relevant field. - Contribute regularly to the preparation of weekly operational report and the bi-monthly field technical report.
